Aligned with Penang’s 2030 vision for the creation of a liveable, green and well-planned city, the master plan is grounded by 3 anchors as its main key differentiators:
- ESG frameworks with resilient design and planning model to address climate change and focus on green mobility by ‘putting bicycles ahead of cars’
- Public Open Spaces in the form of Central Canal waterways, the Esplanade, Bay at Heart of the Island, Public Beach, Mangrove Wetlands constitute the largest green biodiverse and connected network in Penang. With a total area of 450 acres, each public open space will feature its own unique character and offer a wide array of activities to both local and international tourists.
- Smart City Services with the latest technology, with the Green Technology Park as the catalyst with its strategic location to next to Bayan Lepas FIZ and Penang International Airport.

A 2,300-acre island development project over the next 10 to 15 years will be one of the key enabling strategies towards fulfilling the Penang State's vision – a World-Class Tourist Destination, a Green Technology Park for knowledge workers, and a project with Smart City Planning addressing Environmental Sustainability.
